State of emergency declared in Christchurch

A local state of emergency has been declared in Christchurch as well as the Selwyn district after predicted heavy rains fell across the region.   

The rain was expected to ease late afternoon, but Christchurch mayor Phil Mauger says that hasn’t happened.
