When funding doesn't cover the costs, who should pay the bill?

A Wellington  GP has said consultation rates for children were slightly higher than the provided government funding.

In 2014 the government committed $90 million towards extending free GP visits to all children under the age of 13.

However, Doctor Richard Medlicott said there's still a funding gap.

"The consultation rates are a bit higher than what we were funded for, however, it's coming back in line to where the expectations were - I think it's now about 2.5% out."

Documents show the scheme was well used by families across the country.
