“People are really sensitive about goomg back and building houses on those places they used to live.”

Councillor Livingstone sat down with Devon Bolger to discuss the red zone.

He said the council considered rebuilding the housing found in the now-barren red zone before the quakes. They ultimately decided against it because locals were hesitant to return after they felt they were forced out.

”The process that people went through, and I know Sarah said there was an offer but quite honestly people had their hands up their backs, haggling down the phone.”
